At first I thought that the ghost of the girl was the top of the head above the back end of the bike, this one I think has dark hair and looks kind of blu-ish, though it's so far away I can not tell...

I hope you don't mind but after looking for several minutes I did see what you see.
I added a circle around the girl with an arrow pointing her out.
Look between the bike and the officer... blonde curly hair, white top maybe a black jumper dress... her hand is up near her face... can't see her full face though... mostly blonde hair.. these officers have tan pants with a brown stripe down the side... If you look at the other officer in the photo you can see what the uniform looks like and the man near the bike has nothing in his hand so it's not something he's carrying.
Maybe i'm seeing things but I just see her so clearly... thanks for looking.
