Weird Man in Black Cap and Hat

Sorry this is not a clear shot but my husband took this pic 3 years ago whilst on holiday in Turkey. We had gone to visit the ruins at the Apollo temple in Didim ,there was no one around us at all so I was amazed to see this figure near me. Can anyone tell me is it a ghost or just a shadow of some kind there were no trees or bushes to cast a shadow.
